Bartok, Stefan
A Human, Commander Stefan Bartok was an expert on analyzing alien weapons technologies, and worked with Starfleet‘s Technical Intelligence Division. Bartok was nominally in charge of a mission to Minos in 2374, though he deferred to the captain of the U.S.S. Oppenheimer in all matters of safety and military necessity.[1]

Williams, Gerald
A cagey Cockney with extensive experience as a field officer, Commodore Gerald Williams was named as commanding officer of Starbase 10 in 2266, after Commodore Stocker disgraced himself through rash actions aboard the U.S.S. Enterprise NCC-1701. Underlying Williams’ habitual good humor was a determination to not let the Romulans put anything past him.[1]

Stocker, George
Commodore Stocker (TOS-40)
Slated to assume command of Starbase 10 in 2266, Commodore George Stocker was traveling aboard the U.S.S. Enterprise NCC-1701 when several of the ship’s crew, including Captain James T. Kirk, were infected with a radiation-induced hyperaccelerated aging disease. Fearing the loss of these officers, Stocker assumed command of the Enterprise and violated the Romulan Neutral Zone in an effort to reach Starbase 10’s medical facilities more quickly, nearly causing an interstellar incident in the process.[1] Disgraced by these actions, Stocker was stripped of his command and replaced by Commodore Gerald Williams.[2] Portrayed by Charles Drake.

Block, Lee
Bold, bald, and gregarious, Commodore Lee Block of Starbase 9, which he commanded in the 2260s, whiled away his time chatting with visiting field officers and awaiting his imminent promotion to rear admiral. He didn’t want to take any chances that the assignment would trip him up, so he closely screened incoming scientific data for possible threats to Federation security.[1]

Reed, George
Commander George Reed, who commanded Starbase 6 in the 2260s, adopted the air of a cruise ship director when welcoming visiting officers, but in private, he was a brooding, intense man, frustrated by his inability to secure an assignment commanding a starship. His successes at Starbase 6, ironically, impeded his career: no visiting flag officer could imaging drinking at the station’s Crystal Bar without “good old George” warming a stool beside them.[1]

Kerr, Jack
A patrician fellow with an air of natural authority, Commodore Jack Kerr demanded high standards of efficiency and decorum from his officers. The occasional facial twitch hinted at dark currents within the man, perhaps related to atrocities witnessed during the Axanar Rebellion. He kept as tight a rein on his emotions as on the daily operations of Starbase 4, which he commanded in the 2260s.[1]

Townsend, Aubrey
Dr. Aubrey Townsend commanded Starbase 2 in the 2260s. Dashing and unconventional, he ran a tight ship, thanks to a long-suffering team of senior medical officers, who nurtured his brilliance and covered for his organizational indifference. When not making medical history, Dr. Townsend was often found breaking hearts on his nursing staff.[1]

Starbase 9
Starbase 9 (TOS DC v2 73)
Primarily a resupply post[3] near Pyris VII,[2] Starbase 9, commanded in the 2260s by Commodore Lee Block,[3] hosted a larger-than-usual science complement, which studied incoming transmissions from unmanned monitoring stations left behind by Starfleet explorers. When something strange happened in deep space, the officers of Starbase 9 were usually among the first to hear about it.[3] In 2266, the U.S.S. Enterprise NCC-1701 was en route to Starbase 9 for resupply when a near-collision with an uncharted black star propelled the ship back in time.[1] Several months later, it was the closest base when the Enterprise visited Pyris VII.[2]

Starbases
Watchtower-class starbase (TOS-53)
The Federation asserted its sovereignty in space space through a series of starbases, which could be located on a planet’s surface or on a space station, or a combination of both. This network of starbases provided a wide range of services; starbases could act as supply posts, recreation facilities, scientific outposts, trade hubs, and administrative centers. While all starbases provided each of these services, many were noted for their superiority in one or two specific areas.[1]
