Captain Kirk and his crew are caught in the middle of a deadly civil war

The world of Patria seeks Federation membership, so the Enterprise arrives to investigate their application. Rebel attacks with the culprits using Klingon disruptors have started to cause panic. Teaming up with a local police officer, Kirk and Spock must stop the terrorists from causing further damage. Unknown to the Starfleet officers, the police force uses telepathic powers to apprehend criminals and even a harsh thought can be punishable by death.
